Louisiana Sheriff's Association

NASRA Technology Engineers has participated with the Louisiana Sheriffs’ Association on the development of the Louisiana Incident-Based Reporting System (LIBRS) and the The Law Enforcement Management Information System (LEMIS). We also worked with association management to develop the LSA website, including the Internet-based conference registration system.


REFERENCE PROJECTS: LIBRS & LEMIS IBR
The Louisiana Incident-Based Reporting System (LIBRS), a key statewide system for the Louisiana law enforcement community, collects criminal incident data from law enforcement agencies throughout Louisiana. LIBRS replaces a manual system for reporting crime statistics to the Federal Bureau of Investigation (FBI) that has been used by law enforcement agencies for decades. In the past, each law enforcement agency manually compiled summary crime statistics for their jurisdiction and forwarded the summarized data to the FBI for inclusion in the national Crime in the U.S. report.

The system collects actual incident reports filed by police officers when a crime is reported. This field data is collected at each individual site and then sent (usually via the Internet) to the Louisiana Sheriffs’ Association data center, where the LIBRS database is located. A series of procedures follow to verify the accuracy of the data before it is placed in the LIBRS relational database. Data from this database is the basis for the annual Crime in Louisiana report. Next, the system compiles, reformats, and transmits the incident data to the FBI’s National Incident Based Reporting System (NIBRS) for inclusion in the annual Crime in the U.S. publication. The crime data can then be used by analysts for research and reports to legislative committees.

The Law Enforcement Management Information System (LEMIS) – Incident Based Reporting (IBR) is the key record management system for Louisiana law enforcement. It is mainly used by officers to file incident reports for collection by the LIBRS system. Because of the varied platforms and software installed in the almost four hundred law enforcement agencies throughout Louisiana, several versions of the program had to be developed and maintained: LEMIS 2000 is the Oracle version, LEMIS-IBR, version 1.8 is the Windows-based version, and LEMIS-IBR 2.0 is the browser-based version that uses Microsoft Web Services.

As part of our contract, we were tasked with developing a new system that could run stand-alone at any police department, sheriff’s office or other law enforcement organization. This system replaces older systems built on obsolete and expensive database platforms. Our review, evaluation and recommendations to change the database environment were based on a thorough analysis of data gathered from monitoring feedback from law enforcement agencies across the state that were using the older systems. Our recommendation to implement a newer, SQL database was accepted and we then completed the conversion from the older databases to the new LEMIS-IBR relational model.

REFERENCE PROJECTS: LSA WEBSITE
The LSA website, designed by Kate Tomeny and Cedeste Lewis of Technology Engineers, is a robust, content-rich site that has become a key part of LSA’s mission to inform its membership and the public on law enforcement matters. The conference registration system, developed by Software Engineer Iván Filpo of Technology Engineers as an integrated part of the website, gives conference planners an easy way to handle the registration process, and attendees a direct way to register without the wait and paperwork.
