Utilizing our extensive knowledge of, and experience with, database technologies, we helped several governmental agencies collect and manage statewide data systems. These systems are used for research, analysis and reporting, including legislative reports. Below is a case study outlining a project with law enforcement, built to streamline the lengthy process of incident reporting.
 
Case Study
 

The Louisiana Incident-Based Reporting System (LIBRS) system, a key statewide system for the Louisiana law enforcement community, collects criminal incident data from law enforcement agencies throughout Louisiana. LIBRS replaces a manual system for reporting crime statistics to the Federal Bureau of Investigation (FBI) that has been used by law enforcement agencies for decades. In the past, each law enforcement agency compiled summary crime statistics for their jurisdiction and forwarded the summarized data to the FBI for inclusion in the national Crime in the U.S. report. 

The new system collects actual incident reports filed by police officers when a crime is reported. This data is collected at each individual site and then sent (usually via the Internet) to the Louisiana Sheriffs’ Association data center, where the LIBRS database is located. A series of procedures follow to verify the accuracy of the data before it is placed in the LIBRS relational database. Every data element is verified using the LIBRS edit program. Data from this database will form the basis for the annual Crime in Louisiana report. The crime data can then be used by analysts for research and reports to legislative committees.

Developing systems to coordinate data exchanges between nearly 400 Louisiana law enforcement agencies, the Louisiana Sheriffs’ Association Data Center, the Louisiana Commission on Law Enforcement and Criminal Justice, and the FBI presented a challenge. Technology Engineers understands the complexities of managing and moving large amounts of data. By using our standard Project Management Methodology we were able to develop a management system to handle large amounts of criminal data from municipalities throughout Louisiana.
