LEMIS-IBR (the acronym for Law Enforcement Management Information System – Incident Based Reporting) has important features that anticipate the need for timely and accurate collection of vital information by dispatchers and at-the-scene first responders.
LEMIS-IBR not only tracks complaints, incidents, warrants, citations and tickets in real time, the accumulated data is key to law enforcement planning, operations and management. The system has shown to be a comprehensive and economical approach to gathering, organizing and accurately storing crime data for small-to-medium sized sheriff’s offices and police departments. The database and user interface contain all data elements needed for crime reporting at the local, state and national levels, including reporting requirements for LIBRS, NIBRS and UCR.
Establishing accurate relationships between offenses, victims, suspects, property and subsequent arrests can sometimes be difficult, particularly on incidents with multiple offenses and supects. LEMIS-IBR makes the process more straightforward and simpler. Using an intuitive, easy-to-use interface, officers save time while insuring compliance with state and national reporting requirements.
Built entirely using Microsoft Windows software and database products, LEMIS-IBR is web-enabled for use on laptops by at-the-scene first responders. The system is fully Service-Oriented Architecture (SOA) compliant, offering a rich blend of affordable functionality for small and large law enforcement agencies.
LEMIS-IBR has been beta-tested, modified and enhanced by many Louisiana law enforcement agencies to insure the very latest in ease-of-use technologies (drop-down lists, pre-populated fields, etc.) are integrated into the user interface. And, it is available at no cost for all law enforcement agencies in Louisiana. There are no initial or annual licensing fees, and support is provided at no cost to agencies by the Louisiana Commission on Law Enforcement and Administration of Criminal Justice.
Reports, both standard and ad-hoc queries, are quickly available using command buttons on LEMIS-IBR forms, or by using the integrated Microsoft SQL Server Reporting Services software. The internal database is comprehensive and relational, using the Microsoft SQL Server Relational Database Management system to organize and store data.
All crime data reporting requirements for national (FBI) and state crime reporting systems are a core part of the system, including automated UCR (FBI’s Uniform Crime Reporting System) and LIBRS (Louisiana Incident-Based Reporting System) reporting.
Sheriff’s Offices and Police Departments throughout Louisiana, along with the Louisiana Commission on Law Enforcement and the Administration of Criminal Justice, and the Louisiana Sheriffs’ Association participated in the rigorous design, development and testing of LEMIS-IBR. The system has been thoroughly tested and is now deployed in dozens of law enforcement agencies throughout Louisiana.
